its not really debatable, hopkins isn't a speedster

 

Pascal is faster, Hopkins has better timing which makes him look faster.

 

Hopkins has better skin but he never has been physically a great athletic specimen. I'm not saying he's not world class, but he was never on the level of a Roy Jones Jr, or even a James Toney or Antonio Tarver, what he had was proper technique to keep his chin low, properly sets his feet, good to great footwork, use of the head, holding and hitting, similar to how Andre Ward isn't the fastest or strongest but somehow makes everyone he fights look slow and weak.

In Ward's last fight he was slower, his opponent was also stronger, and he won entirely on skill and technique. Edison Miranda was stronger and just as fast and he won on skill and technique. Kessler was stronger, same thing. Then you have fighters like Andre Dirrell who actually are physically superior but fight like they are weak. It's style too.

 

Hopkins looked really slow at his open workout.

 

Hopkin's speed is underrated, but he's definitely not as fast as Pascal. Pascal has some of the fastest hands in the division. Other than Dawson and Cloud nobody notable is as fast as him at 175.

Pascal is cleary the faster fighter. Even in Hopkins prime he was never very fast but his timing is among the best in the sport.
