It's close .. but I usually lean to towards Hagler because of his dominance and more so his resume. I have yet to come across a more impressive 10 win streak in a row than Hagler's, every fight was tough. Now not just name dropping BUT who he fought and WHEN he fought them is the key.. Pac has that same looking resume, a lot of big tough fights in a row... Hearns has one of the best overall resumes in the last 40 years of the sport. It can't be ignored how he was able to take his skill set across , up and down and all around every division possible and be that successful for the majority of his career, for the most part.. He had his down moments but that's what happens when you just want to fight.
It can be reasonably argued Hearns was the most accomplished of all the Fab 05, Not just Hagler. Wasn't the best fighter, but the most accomplished.
This........ "He had his down moments but that's what happens when you just want to fight." That line right their is the reason I rank Hearns over Mayweather Jr everyday and twice on Sunday. Hearns didn't win them all, (Imagine what he may have accomplished if he enrolled in the Mayweather Jr. school of very selective match making) But Hearns didn't look for the easy challenges.
