Cortez. His job is to regulate the action, so that these confusions don't occur. Both fighters clearly had a different idea of what was legal at that point in time, and the result was a farce which had nothing to do with the spirit of competition.

Is it possible to say all 3, though blame in proportions?
60 Cortez-Completely inepet, what was he looking at?
    30 Floyd-Cheap shots
10 Ortiz-Lack of experience and too "nice"

The ref needs to be looking at the fighters...not...ringside...

Both fighters were unethical. Ortiz started it and Mayweather ended it. All we saw was Mayweather being better at it.

    For peace of mind:

In order of most at fault

1-Ortiz: Shouldnt have headbutt and should have stopped kissing Floyds ass and kept his hands up.

2-Jiminy Cricket: Guy is a waste of food and water. Has been the worst ref for a couple of years now. Wasnt even looking when the action happened and should have been more clear on what happened.

3-Floyd: Cheapshot. Legal but totally sucker punch. Took advantage of the opportunity that im guessing Mayorga and some others would have done the same.

Cortez, he's supposed to be reffing the fight and preventing this sort of thing.

Both were dirty, but i thought Floyd was an A Class level fighter, NOT someone who would resort to dirty tactics like mugging to win a fight. Ortiz was outclassed obviously, so what else is he gonna do? He was frustrated. Whats Floyds excuse? That was disgusting, and both purses should be withheld and a rematch ordered, since if Floyd can only KO someone with their hands down and not expecting it, theres no way he will fight Pac.

Mostly Ortiz for the headbutt and for being stupid and not defending himself at all times

Some blame goes to Cortez for being a sucky ref and somehow making himself a factor in the outcome of the fight yet again

I really don't blame Floyd because we all know it's something he does, it's a bit unsportsmanlike but then again, Floyd isn't a classy guy... his whole villain persona is based on not being classy. So that was Floyd being Floyd.

totally agree with this. watched replay of ortiz's headbutt. it was pretty deliberate. he's trying to roughhouse floyd to get him into a brawl.

ortiz realized the obvious and deliberate headbutt that he just did on floyd that's why he can't help but apologize many times. ortiz showed how green he still really is, all aspects considered.

floyd wasn't slowing down as some would say. his game plan was to mix it up with ortiz and get a ko/tko. he know's he's way faster than ortiz that's why he was stationary most of the time and beating ortiz to the punch. notice how he has timed well his left hook and sneaking right straights..

would've wished for a better ending but credit goes to mayweather, nonetheless. Props to Floydee Boy.:p

Ortiz was to blame, no question. Most obvious headbutt of all time and then he had the audacity to say it wasn't intentional. He lies once again just like he lied about his life story. He can go **** himself and he got what he deserved.

All three are to blame for this, it's not just one person, not even close. Ortiz wants to make love to Floyd in the ring, Floyd wanted it but saw Ellerbe looking so cheap shotted Ortiz, and Cortez was off fantasizing about their love fest that he forgot to call time.
