Overeem trains with the strongest man in Holland and can dead lift stupid amounts of weight. He is a shitload more explosive than Lesnar is.
So why would a 198lb powerlifter be considerably stronger in all the core lifts than a 250lb bodybuilder? One clearly has more muscle, one clearly has more strength.
I haven't seen this Overeem guy but if he has any stand up game whatsoever plus stamina I'd pick him over the WWE guy I watched the other night. What a joke that guy is! It's almost as if he was expecting the punches to be fake like in the WWE! Then turning his back and lying on the floor letting the guy punch him! Lucky the other guy had less stamina than a corpse! Overeem KO1 by default.
In the weight room, I wouldn't doubt they are very similar in strength at a 1 rep max. But who ****ing cares? There is the sort of strength you can have in the weight room, and then there is the sort of practical strength you can have, using leverage and technique accompanied with your raw power that wrestlers have. Brock is a wrestler, that should answer the question as to who the stronger guy is as it pertains to MMA. Now striking, should be unquestionably Overeem.

Overeem actually has a better ground game than Brock and have shown far more submission moves than your normal ground and pound Lesnar. Overeem would seriously f@ck Brock standing up and would send poor Lesnar to hospital. Overeem nearly killed Fujita with one of his knees, seriously Fujita was put on life support for a couple of days. Overeem was beatable in his smaller days where he had to cut a dangerous amount of weight. This nearly killed him so he went up to HW......where he has been dominating everyone.
