After Louis and Ali, it gets sketchy for me, depends on the criteria. But I do have Louis as my top HW.

Louis is my all time guy, and his acheivements trancend boxing. But I got to say Ali. He beat the most great, near great, and championship caliber fighters. Period.
Historical relevance admits outside factors that I find irrelevant (I don't rate Ali because of his outside the ring legend) and many people include the subjective criteria of ability and Head to Head. There is no "should be" that works for everyone.
1. Louis 2. Ali 3. Lewis 4. Foreman/Holmes Ali probaby would have towered over all others if three years of his prime were not stolen. The Ai of the 70's was still great, but got lucky against Norton and had several boring fights with endless clinching. Holyfield and Frazier belong below Holmes. Holyfield and Frazier both lost four out of five against their two best opponents. Holmes ruled his era.
Ali is the clear cut #1. 1. Ali 2. Louis 3. Lewis 4. Holmes 5. Marciano/Foreman(interchangable at 5 or 6)
Ali is number 1, because he beat the best fighters (by a very long way), AND because at his peak, he was the closest to unbeatable in the HW division. (IMO). Louis is clearly second. Then daylight. Then the rest.
