Only Champions who never defended a World title are elligible, if they defended one in a different weight class they are ineligible.

Brian Castaño and Jessie Vargas defended their WBA (regular) titles but Erislandy Lara and Danny Garcia held the (Super) title*

I actually think Victor Ortiz could've been an excellent champ if he had the right mindset and more heart.

Brian Castano was the WBO champion and he did have a successful defense in the first Charlo fight.

Roberto Duran vs Sugar Ray Leonard. Duran won the Title on June 20, 1980 and he defended @ The Super Dome in NOLA ,USA on Nov. 25th. We know the rest. At the time he was 73-1 and the P4P Champ and the Fighter of the 1970's by the Associated Press if memory serves, but my memory is suspect @ this point so I may have my Associations in a Twist regarding Writers Organizations. He was the Man @ the time. Outcome: Leonard TKO 8. A lot of people lost money on that one. Some had it right. Duran broke my Heart as I was 15 and it taught me a lesson about Hero's and False Idols. I still love Duran. He did eventually "redeem" himself.

Even though he lost every time he stepped up he is apparently one of Haglers best wins.

I assume you must mean successful defenses because a lot of these guys had defenses. Of those on your list, Diaz would be the best but he did have a successful defense. Sadam Ali is absolutely the worst.
