Langford & Burley are the best.

but there were a good few others who where also denied their title shot and some of them great fighters also.

The obvious answer is langford, however he did win the coloured championship.

Burley himself also won the coloured championship.

Bivins won the duration championships at both lhw and hw.

Jones jr won titles from mw to hw and he was actually number 1 from mw to lhw.

Hearns was the number 1 at lmw and lhw.

An interesting spin is to find the greatest fighter who never had even a claim to being world champion.

I vote for Ike.... he was literally the next pre-eminent champion...

He had ALL the physical gifts that a heavyweight wanted - Size, Heighth, Power, Chin, AND, Stamina. For a guy that was as muscular as he was, he had Ty Fields stamina.

Boxing Technique - he had all the ABC's down and was solid all-around. He totally outgunned a favored David Tua, AND took ALL of Tua's best shots. He scored a solid upset against an uprising Tua, straight up out-boxing and out-working Tua in the pocket.

Ibeabuchi was everything you wanted out of a heavyweight...

think further back, to a time not so far away and filled with greatness, there lies your answer.

plus Graham had his shots and got beat.

Most of the old timers (the ones that aren't around anymore) would probably say Charles Burley or Sam Langford.

I always liked Yaqui Lopez, a lightheavy from the 70s who came oh so close. Not the most naturally talented, but good basic skills, tough as hell and extremely brave.
