I think Weaver's inconsistency was due to him not being able to train properly for most of his early fights. In other words, it wasn't Weaver who was inconsistent, it was the opportunities he was given.

Moving down the line, perhaps Max Baer deserves honorary mention?

That is true he was about 15-9 when he started off? But I know one of those defeats was to Stan Ward, a solid WARRIOR who was California state Heavyweight champion back in the days when state titles mattered a bit.

    Bert Cooper.

Massacres undefeated Olympian Willie DeWitt in his hometown.

    Battered by Carl Williams.

Gives up against Foreman, stops Orlin Norris then gives Mercer hell of fight.

    Then destroyed quickly by Bowe.

Rebounds with a stoppage of Joe Hipp and almost beats both Holyfield and Moorer in World title shots.

Then loses to 42 year old Mike Weaver!

Basically you asked who's the most inconsistently consistent top HW ever.

I'd say Rahman because he overachieved and underachieved at the same time.............he was consistently inconsistent but still talked about for like 14 years.............

Jesse Ferguson. That guy had skill. You just have to watch him vs Douglas to see it

    Dokes, Weaver, Thomas, Witherspoon, Berbick

All five became champions, but they had some pretty bad lows. The 80s were strange imo.

And yet he's still unbeaten and still a world champion.
