Hearns or McCallum. I have trouble envisioning anyone in history beating a peak Hearns at a comfortable 154. McMcallum could potentially beat him- has the best chance with being able to time counters, maybe box a bit with him, and definitely be able to hurt him. Then perhaps Jackson, but he won't be able to box with Hearns, but definitely has a puncher's chance and has the timing and handspeed to do it.
^^but those guys were welterweight and middleweight for most of their career, that's why i choose Terry Norris because of his title defenses at light middleweight.
Clearly their best weight was 154. Why are they on the list if they shouldn't be considered? The three guys I mentioned beat Norris, either in reality or in theory.
As far as defenses goes WBA champ Julio Vasquez had 10 defenses, WBC champ Terry Norris had 16, IBF champ Gianfranco Rosi had 11 and of those three I would pick Norris. The division has only been around since 1962 though and Griffith is out because he was a Welterweight and Middleweight champ. While McCallum may have beaten Norris, they never fought and he went clean up to Cruiserweight with stops in between so he cannot be deemed a Junior Middleweight only. Jackson had 3 defenses of the WBA belt and then moved up and while he beat Norris, comparing his 3 to Terrys' 16 for me is a no contest for Terry. I go with Terry overall especially since he stayed at Jr Middle.
