Probably Povetkin. I think I'd take him H2H against any of the other Russian heavies, although Valuev would give him some trouble if he's on his game. Chagaev is the highest on my rankings, but based on skills and talent, Povetkin is the best, possibly the #2 or #3 HW right now, depending on whether his endurance is there yet. It will be easier to tell once Povetkin fights Byrd, who is a huge step up in competition for him. If he dominates Byrd like I think he will, then he's done enough to jump ahead of these other guys. Ibragamov and Maskaev ain't much, and if they didn't win belts by beating extremely weak champions, nobody would really be talking about them.

Chagaev is not Russian. He was born and raised in Uzbekistan and he represents Uzbekistan not Russia.
