From a purely technical stand point, I think Inoue is better. Better footwork and balance, better punch technique, better jab, better head movement etc. But better technique or better fundamentals to be more exact doesn't mean you are the better boxer.

But what made Pac special goes beyond just technique and fundamentals. His hand and foot speed were insane, his ability to close range on opponents and launch his A-bomb of a straight left was devastating. His ability to chain together long combinations and put power in every punch was unique, never seen a fighter throw 5,6,7 punch combo's with such power because he could adjust his feet so quickly and stay balanced when throwing when others would lose balance and then power in their shots.

I'd also say that Pac was unorthodox and that made him difficult to box against and prepare for. Later in his career he became a far better boxer, using more technique and showing more ring IQ as his physical skills declined. While I think Inoue has good ring IQ, he's not proven he's as smart as Pac in the ring.

So better fundamentals go to Inoue but better boxer who was more effective in an unorthodox way, that goes to Pac.

Pacquiao at Inoue age was already fighting monsters. Mean while the turtle is fighting the buttlers and Donitoisaur. But I do believe that Inoue better technically. Very economical and has timing and precision by the bucket loads. Better technical boxer overall. Defensively and offensively.

Inoue hasn't fought the caliber of fighter who could expose his flaws. All fighters have flaws. Put Inoue in with Morales, Marquez, Barrera, Cotto, etc. And we will see his flaws laid bare.

I agree all fighters have flaws and no doubt Inoue has flaws that have yet to be exposed. Though I suspect we won't see them until he fights someone better and naturally bigger.

I'd say people were aware of some of Pac's flaws even before he stepped in with guys like MAB. His tendency to jump in and be off balance was always seen as a flaw, it's what led to the JMM KO, but it's also been one of his strengths, launching in like that worked well for him until he slowed enough for Marquez to catch him flush coming in.

Inoue's flaws whatever they are may not get exposed until loses some of his speed or faces a fighter than can expose it, because right now he looks unbeatable, which obviously he isn't.

I agree. Its interesting to me that Pacquiao fought 4 incredibly skilled men in his prime (MAB, Marquez, Morales, Cotto) and by the end of the 2000s had established himself as solidly above that group and without a doubt a superior fighter to them all, his stylistic disadvantages against Marquez notwithstanding. It takes a certain caliber of fighter to separate themselves clearly from 4 fighters of that caliber. It's easy to become prisoner of the moment.

Pacquiao by a country mile and I'm a fan of Inoue, but there are levels

Inoues competition isn't close to Manny's
    Manny would kill him

    You misunderstood the question.

Inoue is a master boxer who is highly technical and flawless in almost every aspect. His fundamentals should be studied and taught by every trainer.

Pac is far from technical and has basic fundamentals, but he's a freak of nature athletically and he's a vicious animal in the ring that has gotten by almost strictly on athleticism, power, and heart.

    Inoue is the better boxer.

    Pac is the better fighter.

How do you know Inoue is the better boxer? Put Inoue in with Morales who hits harder than Inoue, is quicker than Inoue, is bigger than Inoue and just as accurate as Inoue is. See how Inoue reacts to that.

You don't have to be RJJ to be faster than Inoue.

But you have to be considerably faster then Morales to even match Inoue.
