Chavez didn't fight many fighters with great right crosses, but when he did he got hurt. Roger Mayweather stunned Chavez with the right in both fights, Randall dropped him, and we saw what De La Hoya and Tszyu did. The thing is I think both De La Hoya and Tszyu hit harder than Mayweather and Randall. I also think both De La Hoya and Tszyu would have been more able to keep Chavez at a distance (to avoid in-fighting, and perfect for setting up the right), Oscar with his jab, Tszuy with his jab and footwork. At 135 I think Chavez would've been too strong for De La Hoya, but at 140 Oscar became stronger, and Chavez didn't carry quite the same punch he had at lightweight.

With regard to Pacquiao, I'm convinced he and Duran are in fact the same fighters.

AL, you and I are on the same page. Barney Ross fought and beat greater fighters than all the other 140 pound fighters combined....He did fight and
beat the much larger Ceferino Garcia TWICE in 15 rounds...Ross was truly
about 140 lbs or so when he was WW champion...He beat the great
    Jimmy McLarnin twice also...:good

I'm thinking Kid Pambele followed by Ross or vice versa.

Jackie Kid Berg deserves a mention.
Napoles might have made this division his own if there had been $$$$ around.

Or if Loppopolo would have given Napoles the title shot that was promised. Still, my vote goes to Antonio Cervantes.
