    Hard to say, isn't it? But definitely nobody in the era of b/w television, or when the pro sport was basically limited to the US.

    Pernell Whitaker is a very strong honorable mention who arguably beat prime Chavez and DLH.

    For the sake of being "creative", I will argue that it's Bob Fitzsimmons. Who accomplished more with greater disparities?

    He started as essentially a welterweight and is still the only fighter to ever hold THE Middleweight, Light Heavyweight, and Heavyweight crowns, with Jones Jr. and Toney being the nearest replicators of the feat (both were also PED users); while being roughly the size of a super middleweight. Added to that is his underrated longevity, winning the Light Heavyweight Championship at 40 and losing it at 42.

    His effort against Jeffries in the rematch was remarkable, even it though it was a loss. Fitz gave away nearly 40 pounds to a legend, at the age of 39, as a 10-4 betting underdog, and battered him until getting clipped. Gargantuan effort, given the circumstances.

    I agree that Joe Louis would have a harder time against those great Fighters that you mentioned, but then again so would any other heavyweight in any era.

    Still, I would favor Louis over all of those Fighters except for Muhammad Ali.
