The hardest punchers aren't always the ones with the most success, most accuracy or HOF careers. They may not even always produce one punch KOs. But in terms of consistently throwing hard punches whether they land cleanly or not, these guys that come to mind: -Randall Bailey -Kendal Holt -Arthur Abraham -Lucian Bute -Wladimir Klitschko -Marcos Maidana -Nonito Donaire
Maidana has to be up there, he commits to 99% of his shots and clearly has power.. Another one that's up there for me is David Price.. He's still in his early days but as an earlier post said, he's dropping guys with shots that look like they have nothing on them. Dudes a powerhouse.
I dont think Pacquiao should be there he has good power but unless he times you perfectly i think he relies more on accumulation

Pound for pound is a very tricky way to measure fighters, but I'll try. I actually go for Wlad, or maybe Haye if you want to stress the "power per ibs"-angle. Both have crazy KO records and a nice strike of savage KO's where the opponent is out of it or beaten to a bloody pulp.

he has only had 2 stoppages at welterweight same as Mayweather and Malignaggi, probably against better oppostion and better than the ortiz KO though, but still only two
he wobbled margarito on more than one occasion with punches to the head. thats something. people say that its pacquiao's speed that sets him apart but its really his power.
