He got a lucky break when Baldomir magically beat Judah.

Mayweather is currently a -250 favorite against Mosley

Using this logic, Pacquiao is NOWHERE NEAR being considered a top WW. Pacquiao sucked DLH down to 147 when he hadn't fought there in 10 years and then fought a washed up Cotto at 145. He really hasn't fought a prime, top WW yet at WW.

Mayweather beat DLH at 154 and Judah and Baldomir at 147 who were both considered top WW's in 2006.
