It's Mosley right now. He has the best overall resume at Welterweight, both in terms of recent events and the past. After that, it's Pacquaio.

And Pacquaio did not suck DLH down to 147, DLH sucked himself down to attempt to justify fighting the far smaller man in Pacquaio and he paid for it. And nobody on Floyd's resume at Welter matches Pac's win over Cotto. DLH was a part-time fighter at 154 and Judah/Baldomir were belt-holders, not top Welters.

i don't see how this is difficult. Pac has beaten Cotto. Very well. Floyd has not beaten a WW in 5 years. Mosley has defeated Margarito (who beat Cotto to become the man) and Collazo, aswell as losing a close decision against Cotto.

Easy. Mosley is 1st, Pac is 2nd, Floyd is 3rd.
