You could make a case for either Mosley or Pacquaio. Both men have beaten two strong Champions at 147 to stake their claim. Both men defeated fighters who have been avoided by Floyd Mayweather and were considered to be very strong at 147. I voted for Mosley in the poll because he has beaten more natural welterweights and has shown that he is most dominant at the 147lb weightclass.

Are you referring to the fighter who lost to Quintana at welterweight? When has Pacquaio lost at welter? When is the last time Mosley lost at welterweight? Why didn't Paul Williams stay at 147 and clean out the division? PW had a title and refused to defend it. Can't make a claim for someone like that.
Nobody is "the man" at welter. And nobody will be until these top guys actually fight each other and sort things out.

#2 doesn't work. Cotto was never the man. Floyd was still THE MAN (i.e. champion) when Cotto and Mosley fought each other. There's an argument that when Mosley beat Margo he became the man (if you had Margo as #1 and Mosley as #2), but I don't buy it. PTP was #2 at the time, and really Clottey was ahead of Mosley as well. At the time Mosley beat Margarito, he had lost his last fight at welterweight, and his only decent win at the weight since 2001 was over Luis Collazo. There's also an argument (that I also don't buy) that Floyd is the man, via the "man who beat the man" analysis. Spinks beating Mayorga made him "the man", then Judah beating Spinks made him the man, then Baldomir beating Judah made him the man, then Mayweather beating Baldomir made him the man (all of which is undeniably true). However, Floyd retiring broke that chain in my opinion, and he gave up his status as champ when he retired. I find it hard to believe that so many boxing 'fans' on this forum don't understand how it works.
