Then Pac.

Then Clottey

Cotto has flat out refused for three yeas now.
Margarito would not, after losing to him, and beating Cotto.
Shane has refused for two years.
Floyd won't even acknowledge his existence.


I'm not saying he should be considered, but don't try to act like it was him who ran from any of these fights, when he's been begging to fight these guys.
