Some baffling choices in this thread. De lá Hoya? He was a good looking guy but he wasn't charismatic. He was a bore to listen to. He sold tickets cause of his looks, his life story and he could fight not cause of his charisma. In this aspect Ali and Tyson are on another level from anyone else. I will also mention Naz. Love him or hate him but the little ****er had charisma.
I think charisma is subjective depending on your culture. Any one of a number of boxers could be considered "charismatic". I personally think there has never been a more charismatic boxer than Ali. But looking back at some of the older history seems like Duran was S tier charismatic as well. Camacho as well. Sugar RL too. Oddly although he was a golden calf level idol, I've never really considered Oscar as charismatic.
Hector Camacho had quite the personality. As did Johnny Tapia. Currently it's Usyk. Just a likeable, playful personality that makes you want to root for him in every fight.
