Has to be Ali. Ali beat loads of top heavyweights, dominated the sport for almost two decades. Won a unprecedented comeback against Foreman. Ali was definitely one of the best heavyweight we have seen so far. The fact most people don’t even want to have a discussion about him not being as good as more current heavyweight makes him overrated though.

Pac, Floyd, Ali, Sugar Ray Robinson, Joe Louis are all the most overrated fighters in history. 1.) Pac- had many pre-arranged staged/fixed fights, PEDs, 2.) Floyd also had many pre-arranged staged/fixed fights, and used PEDs 3.) Ray Robinson beat a bunch of B, C and D level fighters in the 1940's, 1950's. SRR fought the "Mickey Walkers" of his era. 4.) Ali cheated against many his opponents with excessive grab & hold clinches, and had Foreman drugged with Meds before the fight. 5.) Louis beat a bunch of B, C and D level fighters in the 1930's, 1940's. Ali also fought the "Mickey Walkers" of his era aka "Bum of the Month" Club.
Great fighters of past generations are usually overrated by current generations. It’s a bit of an oxymoron, but somehow it appears true.
