Probably Mayweather as strange at that sounds.

From that list it would be Kermit Cintron.

He was reduced to almost journeyman status after losing to Margarito for a second time, but now Cotto lost to the same man, he doesn't look so bad. The only man to beat him is currently the #1 guy at the most competitive division in Boxing today.

    I agree...
Kermit has completely been outkast by almost everyone since Margo II.
(I still remember that video where Cotto dissed Cintron for saying that Margarito was going to defeat him)

But who else would you say belong's on this list?

I would say Cintron is overrated. Yeah, Margo is the only guy to beat him. However, he was destroyed both times. He won a vacant title by beating the mediocre Mark Suarez. He had a nice win against Teddy Reid as well as Estrada. That's it. He struggled with Felicano, and has below average skills. He doesn't move that well, he doesn't defend well, he's not much of a boxer, he's not fast, he has no inside game, and he seems to fold under pressure. The guy is big for a WW and can hit hard, that's it. I fail to see how he's underrated when there's not much to rate. Berto get's shitted on more than Cintron, and Berto is more skilled than Kermit and has achieved just as much as Cintron; if not more.

But is Berto too green inside to fight a Cintron? (He is now Full on ripe since he was picked off the WBC tree)

I would pick Berto to beat Cintron right now. If Cintron can win his Nov. comeback fight, that fight could get made in early 2009.
