I'd say Wlad. The dude was one of the most dominant and long-reigning champs in heavyweight history. He beat all the top contenders and champions of his era, completely dominating them. He showed he could handle fighters of all styles including tricky southpaws which older heavyweights rarely had to deal with. He only got dethroned by a bigger, awkward Fury, and then gave a very competitive showing against the next big name in Joshua. Despite all that, a lot of people on forums and elsewhere still don’t even have him in their top ten. Imo, he belongs in the top 5 with the other long-reigning champs at heavyweight but definitely at least somewhere in the top ten.

I think Rocky Marciano is underrated by many today.

This really applies to many EBU champs. The "why did he get a title shot he hasn't beaten anyone I've heard of" crowd.

With that in mind, I haven't seen Oliver McCall mentioned yet.

McCall stopped Lennox Lewis in two.
McCall decisioned Larry Holmes over 12.
McCall stopped Oleg Maskaev in one.
    McCall stopped Henry Akinwande.
    McCall stopped Bruce Seldon.
    McCall stopped Francesco Damiani.
    McCall decisioned Fres Oquendo.

McCall had Frank Bruno out at the end. Frank was holding on for dear life. Just needed a little more time.

McCall appeared to decision Tony Tucker - (IMO) was a bad decision in Tucker's favor. (Especially the judge who scored it 10-2 Tucker.)

People bring up Ibeabuchi, who was nuts, quite a bit, but McCall was kinda nuts too, and still managed to score bigger wins and become champion.

McCall has the wins to be rated higher. His mental problems tended to derail him at inopportune times, and he has some losses he shouldn't.

So, I don't think people know what to do with him.
