    lots of good fighters without belts. kov being probably the best of all of them, arguably the p4p champ as well.

    quigg is quite solid, gives cruz and frampton a good fight and has now left gallagher so could improve.

    the worst holders, wilder and parker both look awful in a bad if improving division. despite hand picking the worst they could find.

    eubank if that counts as a belt, bjs, smith and bellew are all holders but theres at least 3 fighters in their respective divisons that beat them with ease.

    I can't really speak for the midget weights below lightweight.
