Cotto, easily. Cotto showed vs Foreman and will continue to show for the next couple of years that he is still one of the best fighters in the world, and not significantly declined from his days of fighting Mosley, Judah, etc.

Clottey, Hatton and Diaz were all pretty much prime as well, Hatton was past his peak but showed vs Malignaggi that he was still functioning as a world-level operator.

Margarito was probably past-prime, but the way he kept on truckin' vs Manny despite all the punishment showed he was a million miles away from being shot.

ODLH is the only one who was in a bad way, but Pac couldn't have known that based on the performances against Mayweather and Forbes, that was Oscar's own fault for making a mess of his weight.
