Dempsey punched harder punch for punch. But Rocky was more relentless and threw every punch with bad intentions.

Dempsey said Marciano did, so I will take his word for it.

"I've scored my share of knockouts along the way, but more often than not my opponents got up after being knocked down and had to be knocked down repeatedly. The same is true of Joe Louis. But Marciano needs only one solid smash and it's all over. That's why I say Rocky Marciano is the hardest-hitting heavyweight champion I have seen."

    Dempsey:

Speed+leverage+explosive power+accuracy+head movement=insane power for a guy under 200 lbs. It's even crazier when he throws combinations.

    Marciano:

Clubbing power+volume+short punches (short travel distance)+strength from stocky lower body=really impactful solid blows. More devastating over time with his non stop aggressive style and willingness to trade or eat a shot if he couldn't dodge.

If you forced both of them to abandon any technique and simply throw a generic straight punch at a target, Rocky probably had more force in his shots.

But as i alluded to earlier, Dempsey was more of an explosive hitter who generated his force with his speed and accuracy. Punch for punch when they're in the middle of a fight applying their punching methods and techniques, it has to be Dempsey. He not only had more early round KO's, he also beat his fair share of bigger men above 200+ lbs and/or over 6 feet. Rocky tended to need to batter guys down over time, he rarely KO'd quality opponents early, and the vast majority of his opponents were under 200 lbs and rarely over 6 feet. The eye test and quality of opposition also favors Dempsey.

Withe the caveat that we must also consider Dempsey's own testimony that Marciano was #1 in power, this is a great analyses!

I've always felt that Dempsey on his best punch would probably hit harder than Marciano. I say this because his entire frame was bigger with longer levers; he really used to step into his punches and snap them out. On the other hand if you're talking about who would consistently throw harder shots you'd have to take Marciano. Everything he threw was hard and clubbing and he could go on for longer, throwing as much in round 10 as round 1.

Marciano may or may not have hit harder. Still, sometimes fighters are quite humble. Louis said that he could not have beaten Marciano even in his prime. I don't buy it. IMO prime Louis beats prime Rocky. I am not sure if i buy Dempsey's claim.

Dempsey testimony doesn't mean much since they never fought and almost everything else suggests Dempsey hit harder.

Marciano was a volume clubber who simply beat the crap out of you with his overwhelming workrate and toughness.

People who actually fought Marciano described him that way:

So there you have it. In the opinions of people who actually fought him, Rocky wore you out due to non stop pressure and the conditioning to outlast opponents.

This isn't the case with Dempsey. His punches were like heat seeking missiles. Fast, accurate, explosive. He produced way more 1st round KO's. He beat larger men. More of his opponents were in their prime and weren't as shopworn. Much better combination puncher. Better form, better finisher.

Cokkell said he had been his harder by opponents but not so consistently.
Charles said Satterfield and Marshall hit him harder.
Moore said Durelle hit him harder.
Lastarza said others hit him harder but never had the ability to continue to do so.
I don't recall any fighter who fought Dempsey saying another boxer hit them harder.
I doubt there is much in it to be honest.I'd expect all of their respective ko victims to be stopped by the other. Certainly Dempsey was technically the better puncher and the more accurate.Marciano was more of a grinder imo ,and his lack of that accuracy would have played a significant part in him having to go extended rounds to get opponents out of there.imo

That's lie Charles said that Marciano is the hardest hitter in magazine where he talked about Liston/Clay and sparing with Liston.

Archie Moore was asked to compare Frazier with Marciano, just prior to Joe’s fight with Jimmy Ellis. Moore said, “Frazier is a big, strong kid, but he’s no Rocky Marciano. Marciano was the strongest man, bar none, that I ever got in the ring with. And I fought some strong men.”
