They were all absurdly talented. Jones I think was the most physically gifted of the three, Pernell the most genius and Floyd the most orthodoxly excellent. (Dunno if that makes sense.)

Part of Floyd's longevity stems from how well-versed he is in defensive techniques. He is extremely well schooled and unfortunately for Jones once he slowed down a bit, he became beatable. Jones to a fair degree used his otherworldly speed to nullify opponent's offences.
Pea was another who was defensively excellent but in a less orthodox way than Mayweather. Both were very hard to nail properly.

Roy offensively may shade Mayweather but at the lower weights Mayweather was a good offensive fighter who could punch.
Roy at 160 abd 168 was a big puncher and only when he went to 175 did his punching power diminish, relatively speaking. Pea was never one to make you sit up and take notice when on the offense, at any weight.
A definite 3rd for Pea here with Mayweather in the middle.

I think Pea edges it when it comes to quality of opposition, but only if you count his heroic losses to the bigger and younger DLH and Trinidad.
Otherwise, I think a good case can be made for Floyd actually.
Jones brings up the rear with some nice wins over some good quality opposition, but there were some guys he may have fought but didn't. Just stating a fact.

But overall it's close between all three I feel.
Each in his era were untouchable. Each were the P4P #1.
It may surprise some, but I have Floyd edging Pea for the #1 slot.
