Manny with the longevity and climb in weight joe with the title defenses and dominance. Both are usually ranked 10-20 p4p but who’s higher?

Do we factor in cultural impact as well as pure boxing skill?

For cultural impact nobody had a larger impact than Dempsey, Louis, and Ali. As to your question I'd probably rate Joe over Manny and Sugar Ray over both

I can see PAC rating higher even though I’m a huge Louis fan

P4P tends to favour men who climb the ladder. Manny for me.

That makes sense except it eliminates heavies.

Tbh, I would say Joe Louis as he struggled less with a greater amount of Hall of Famers than Manny Pacquiao did and Louis was never outboxed in his prime. Don't get me wrong, Pacquiao is a tremendous once-in-a-lifetime talent but what's is deemed as one of his greatest wins like Morales and Marquez, Pacquiao struggled greatly against them and seemed less dominant. Regarding Hall of Famer names in resume (I'm only counting fighters that are currently in the International Boxing Hall of Fame):

    Joe Louis
    • Max Schmeling--> Struggled initially but dominated hard in the rematch by patching up every mistake. Also a huge culturally significant event.
    • Jack Sharkey--> Tbh, Sharkey was shot at this point but the fight was a great learning experience for young Joe Louis.
    • Billy Conn--> Despite being outpointed in the majority of the match, Joe Louis was able to finish the fight twice for the guy who was considered as one of the leading P4P talents in the 1940s and one of the greatest light heavyweights of all time.
    • Jersey Joe Walcott--> Louis looked shaky in the first fight but was able to knock out formidable, prime Top 20 Heavyweight type Walcott out despite advanced age
    • Max Baer--> Despite recent loss to Braddock, Baer was definitely still world class and one of the best heavyweights coming into the fight and Louis spanked him bad along with knocking Baer out for the first time of his career.
    • James J Braddock--> Even though not the greatest heavyweight in history, Braddock came off a career defining victory against heavyweight king Max Baer and previously defeated one of the greatest light heavyweights ever in John Henry Lewis. Louis was able to put good work to Braddock despite the flash knockdown.
    • John Henry Lewis--> Prior to the Louis fight, reigned as the undisputed LHW king and was one of the leading P4Pers as of 1938. Louis made JHL look like a journeyman instead of a P4Per.
    • Jimmy Bivins--> Honestly, both men were shot here.
**Not sure to include Primero Carnera as he was in a number of fixed fights.

    Manny Pacquiao
    • Marco Antonio Barerra--> Arguably Pacquiao's greatest win (against a Top 3 P4Per), who propelled him in the P4P list.
    • Erik Morales--> Despite his prime slipping, Morales was able to outbox Pacquiao in the first fight. Proof that Morales was losing form was in the next fight when beaten up by Zahir Raheem but despite that, it was still a great win that Pacquiao was able to knock out Morales as Morales was never knocked out before.
    • Juan Manuel Marquez-->On paper, Pacquiao beat Marquez 3 fights to one but in actuality, it was very close. Marquez was Pacquiao's stylistic kryptonite and Pacquiao always struggled with Marquez's selective combos and counterpunching. I definitely had Pacquiao winning the first fight after nearly destroying Marquez the first time but not too sure about the next 2 fights.
    • Oscar De La Hoya--> Let's be honest, he was shot here. Emaciated and returning to a weight class that he hasn't fought in 10 years. I still feel that this fight was important to Pacquiao but more in a financial perspective since it won Pacquiao many Western fans and propelled Pacquiao to more of an international superstar level.
    • Miguel Cotto--> This was a great win as Pacquiao climbed up to his 7th weight class and stopped a guy considered to many as a P4Per and a leading welterweight at the time. Despite losing to Margacheato, Cotto was able to dominate 2 weight classes and still beat a world class Hall of Famer in Shane Mosley. Fantastic win for Pacquiao.
    • Shane Mosley--> Despite Mosley no longer in his prime here, he was still world level here. Let's see. In 2009, destroyed Margacheato to cement his Hall of Fame legacy but outpointed by one of the best welterweights of recent years in Mayweather. Not a bad win for Pacquiao.
*Borderline Hall of Famer (good boxers who are currently not in the boxing hall of fame but are still quite accomplished and still have a chance to make it to the Hall of Fame) wins: Ricky Hatton (by destruction) and Timothy Bradley (by whirlwind)--> By the way, both Pac victims were P4Pers coming in to each fight.

Here is my analysis and what are your thoughts?

The answer here is Pacquiao and it should be obvious.

Are you really saying Manny Pacquio had a greater worldwide impact than Muhammad Ali or Joe Louis? My wife is from the Philippines. When Manny fought the Phillipines stopped. When Muhamamad Ali fought the world stopped. "Try again."

When Louis defeated Schmeling in their rematch he let Hitler know Germany didn't have the master race . When Blacks were being lynched in the United States and Hitler was espousing a virulent white supremacy he was a glistening symbol of democracy in the battle agains fascism and racism He also was such a beloved figure that he helped pave the way for Branch Rickey to choose Jackie Robinson to break baseball's color line. His impact on the culture was as great as Manny's who I admire and has distinguished himself in the ring.
