No fighter should be labeled garbage, especially when they have risen to the number 2 spot in their division according to RING Magazine (whether you agree with it or not).
People want to see him fight, he has a very exciting fighting style. George Foreman wasnt the most skilled boxer in the world, yet beat very good fighters throughout his career and retired an ATG.

He hasn't beaten the competition that a lot of heavyweights have now, but Rahman, Holyfield, Ruiz, and Guinn couldn't beat Toney. Peter did the 1st fight (although it was controversial) and he easily beat him the 2nd fight, so he did perform better against Toney than those guys did.
