I would say Dick Tiger as he became lineal champ in 2 weight classes. Dick Tiger has an argument to become a Top 15 Middleweight. For Canto, although he is lineal in 1 weight class, he has an argument as a Top 5 flyweight. Canto's biggest names were Shoji Oguma and Betulio Gonzalez. For Tiger, his biggest names were Gene Fullmer, Joey Giardello, Jose Torres, and Nino Benvenuti. Considering that Fullmer and Giardello gave Robinson good tough fights, I would say that Tiger's opposition is slightly better than that of Canto and I am taking nothing away from these 2 ATGs.
