For me Toney deserved it more with wins over Holyfield and Jirov in two different weight classes.

I'm shocked you didn't nominate Roy Jones. I personally don't rate the Ruiz win historically THAT high, but it's pretty damn huge anyway, about the same quality as Pac's last year (with Roy also defeating new LHW champ Tarver coming back).

I have my suspicion on Toney fighting clean, I'm not commenting on that, but I don't favor JT over Pac or Roy in that year.

There's also Rafael Marquez (TKO of unbeaten Tim Austin & Pastrana), Julio Gonzalez (dec. over unbeaten Dariusz Michalczewski) and others not coming up from my memories.

I'd say Pac or Roy was the most deserving.

Pac's win over MAB was huge but other than he didnt do much and RJ beat Ruiz but he then struggled against Tarver in a fight that most people thought he lost.

Toney's win against Holy for me its more impressive that Jones win over Ruiz and the Jirov performance is on another level than Jones fight with Tarver.

Toney completely deserved the award that year.

It doesnt matter what titles he won, beating Piccirillo and falling all over the place against Mayorga isnt enough to be fighter of the year

He didnt schooled Mayorga the only thing he did was run and fall over the place everytime Mayorga came near him,a schooling is what Hopkins did to Trinidad.
