Whitaker is nowhere near the best WW ever he was at his best as a lightweight. the best WW ever is Sugar Ray Robinson.

I wouldn't fancy many in his prime at lightweight to beat him but there are certianly quite a few at 147 that could beat whitaker, i'd fancy hearns, leonard, duran, napoles, robinson and burley as being clear favourites and other with very good chances. Whitaker was still very good at welter but not to his exceptional levels he showed at 135 Robinson is my number 1 at the weight with leonard number 2
