Jones got the vote because Whitaker declined with age. Floyd got the vote because Hopkins was victim of a dubious judges' decision vs Jermain Taylor. Everyone gets the p4p#1 slot somehow. Jones was supplanted by Oscar De La Hoya, and had to wait to get the position back. Pac got the position in December 2007, and is still the man in possession, despite the return of Floyd.
