Mike Tyson, because of his speed. Liston, and especially Foreman, moved a bit slower than Mike. I'm not saying Liston was overly slow for a heavyweight. He just wasn't as fast as Mike. Sure people feared all of these fighters by the way it looked when these fighter went upside someone's head. Mike Tyson also scared them with the speed in which he could do it.
I can't pick one. Tyson was fast. Foreman was big and strong. Liston was mean. All three of them came at you and punched hard. It comes down to what scares you, really. All three had that aura of invincibility around them (if we're talking 1986 Tyson, 1973 Foreman, and ~1960-62 Liston) that comes with wrecking a division.
I think when looking at photos or film clips, Liston and Foreman look more intimidating at first. But when its fight time, Tyson was terrifying beyond belief.
I like it sometime back when someone posted up that "Who would be in your Gang for a street rumble" and all the Bad "A's" were assembled like Duran, Foreman, Liston, Tyson, Harry Greb, Marciano, Hagler, etc. and they were all running around terrorizing the 'Hood.
I'd say Tyson. Alex Stewart's wife was crying at ringside before the fight even started. Says something. (Unless it was because Tyson got her in the toilets beforehand. )
Intimidation is little to do with ability and all to do with presumed ability. The other thing is, it's hard to gauge unless you lived through their reigns of terror. You can't look back at Liston and truly appreciate how scary he was when you know he lost to Ali. Same for Foreman and Tyson. You have to have lived the moment (and essentially the hype) to appreciate their power to intimidate.
Duran, pre No Mas must have been very intimidating. He spoke no English and seemed ready to stop at nothing. Hearns was also a very intimidating character.
I remember before the Norton - Foreman fight, that the fight might have been called off because Foreman supposedly had sprained an ankle. So Foreman comes to the weigh-in limping on his LEFT foot. After he weighs in, he limps off on his RIGHT foot. (that's George) Norton sees all of this and knows there's nothing wrong with Foreman. Foreman by KO in 2.
