IMHO, it's Roy, James, Hopkins.

 

Jones Jr and it shouldn't even be up for debate. I personally am not a fan and greatly enjoyed is KO losses to Tarver and Johnson but he was more dominant and consistant than Toney and fought better opposition than Hopkins.

While I have always been a big critic of what Jones didn't and should have accomplished it cannot be denied he has a good resume. Toney may arguably have a better resume but he was no where near as dominant or consistant as Jones Jr.

Hopkins, who is my favourite fighter of all time, simply spent too many years being unknown and avoided to build up a record as good as Jones Jr or Toney.

The fact Jones Jr also beat Hopkins and Toney with little difficulty should make it obvious that Jones was the greatest fighter of his generation.
