Yeah but if he gets a title and stays undefeated for a while, like Morales and Barrera did, he can become a decent draw himself. He's Mexican for one and he has an entertaining style. He can't afford a defeat right now since he hasn't done much in the boxing world and a defeat would send him so low. Plus, his chances of beating Frampton grow as he gains more experience. He also close to getting a shot at the WBC, which is a way more winnable title at this point, whether he fights Santa Cruz/Ruiz/Donaire.
To be fair outiside the big names/champs it's slim pickings at 122lb I think they probably picked the best from a bad bunch, unbeaten mexican so that will get the views in from Mexico and the Mexican Americans since the fights in the States. Good location when you think John Duddy was packing out MSG with Irish American's and he wasn't even a world champ so imagine what a quality fighter like Frampton could do over there and you've got the Conor McGregor hype train over there right now so maybe this move will pay off.
Could be Donaire though I think Donaire will face Quigg, which would be the easier fight for Donaire. Frampton schools Donaire.
