Who will history blame for not making the Floyd v Pac fight happen??

    Floyd. He had 40 pro fights, and when it came time to fight the dangerous Manny Pacquiao, Floyd tried to implement new testing procedures. If not for that, we would have had the fight already.

    But this goes back to my original point - Floyd has said over and over again he wont fight until Pac agrees to OSDT. How can he not know that? Mayweather is still stating that's the reason for negotiations falling apart. It's all swings and roundabouts.

    This quote is way too vague to obtain anything useful from it, unless you enjoy filling the gaps with anything that matches your existing opinion.

    no way. we need to put pressure on now while the fight can still be made. Floyd needs to know he will be forever blamed for running away from this fight, instead of living in his deluded world that Pac will be blamed for failing to agree to his his ever changing PED tests.

    Ross Greenburg conducted the entire negotiations and came to the conclusion that Floyd does not want the fight for a reason unknown and unbeknownst. It is very obvious that the subject of drug testing would have come up at some point during their negotiation process, and it is very obvious that it was not the issue holding up the fight, or Greenburg would have stated that it was. Bear in mind, he was a neutral 3rd party and if he had any bias it would be in favor of GBP as they have a relationship with HBO.

    Floyd Obviously.

    Pac agreed to the demands verbally but Floyd hasn't come out of his retirement.

    He's got no one to put it in contract with since the opposition is in vacation.

    It actually goes beyond ducking just Pac. Floyd debuted at welterweight in 2005. In those 6 years, name the below welters/ex-welters Floyd has fought.

    1. Shane Mosley
    2. Miguel Cotto
    3. Antonio Margarito
    4. Joshua Clottey
    5. Paul Williams

    Just one, Shane Mosley.

    Pac, has fought and beaten all but Paul Williams, even after just debuting at welterweight December 2008, which is only 2 and a half years ago.
