Ortiz destroyed Bryant Jennings. Wlad couldn't hurt Jennings at all. Does that necessary mean Ortiz is a bigger puncher? Nope, maybe Wlad is too slow now to throw his best shots or maybe he is just afraid to get his chin checked again. But lets say Ortiz is equal to Wlad in power. Then clearly he could knock out Povetkin as well.
