At 140 many fighters have a chance. Tsyzu, Taylor, Whitaker, DLH and many others have a very good chance and those are just few I can think of right now, there are many more to mention. Even Arguello has a great chance to make it a close tough fight. These are all great fighters not guys that made a living getting robberies and fighting over 100 tomato cans and sparring partners, nor were they one dimensional. At 130 I can't really think of any good enough right now. Chavez Sr. wouldn't win a minute of any round, that is guaranteed and I wouldn't like to mention Pryor as I see him as a cheater.
