Cotto is the better fighter (pound-for-pound), but he hasn't really had a meaningful win for years (other than a shot, one-eyed Marg) to warrant this P4P discussion.

Hatton last opponents were Maywether and PAC and he was pretty much
schooling Maywetaher for a few rounds until he managed to incidentally hit
the bumper .... but I would not ask if Hatton is higher than Martinez.

Cotto was better at lower weights. Now he is losing and Martinez is winning.
If Pac loses against JMM who will be higher at P4P, Pac or Sexy?

I agree, you cant put in Cotto's favor a few good rounds over Maywetaher
in the fight he lost clearly. Win over Maro was incidental since he took
advantage of his injury, Mayorga is well pass it but that was good win.
Overall Cotto is not proven enough to be any good above 147lb
at least not as much as Martinez.

Cotto clearly won 2 rounds in the Mayweather match, and may have narrowly won around 2 more, depending on your scoring. You have to be very generous to give him anything more.

A couple of rounds, even against a p4p #1, doesn't equal 5 straight wins, mostly against solid competition, including against a "middleweight" who comes into the ring heavier than light heavy.

Martinez way higher than Cotto at the moment.
