Seems like a tough division since so many great fighters around that weight moved up to middle, or came up from welter just to win a belt than go back down

I would go with Hearns, Mccallum, Norris and Wright at 154.

Julio Cesar Vasquez had a good, long run as champ. He wasn't in the class of Heans, McCallum or Norris in my view but he did score a pretty clear victory over a young Winky Wright that has got better with age. He also aquitted himself pretty well against a much smaller Pernell Whitaker aiming for a title in his 4th weight class.

A good, solid strong fighter. A unification fight with Norris in the mid 90's would have been fascinating but it wasn't to be.

Hearns-McCallum-Jackson-Norris (If we are limited to just 4)

If They carve two more heads, I might put Vazquez and Wright.

    Wajima is definitely underrated.

    I love his 'Frog Punch'.

Felix Trinidad should get a mention. He wasn't there that long but his wins were meaningful.

Hearns for sure- his destruction of Duran was at jr.middle and he also outboxed Benitez.
Throw in he beat former Champ Medal and contender Hutchins .
Terry Norris for sure. Beat Leonard,Mugabi,Drayton,
    Quincy Taylor.
    Mike Mccallum for sure .
The fourth head im not sure about.
