    I don't pay attention to belts so I wouldn't know who has held the WBO belt.

    As the WBO holder ... Michalczewski, 2 division WBO champion, linear LHW champion and 23 WBO defenses

    Hopkins is close second since he only went with good opponents who were in lower divisions during his WBO reign, while when he went up he was no longer WBO champion.

    Calzaghe is third with decent WBO reign but lack of good opposition at SMW until the end and no opponents outside SMW during his WBO championship, when he fought Jones and Hopkins he was no longer WBO champion

    PAC fought as WBO champion only twice i guess, won vs Cotto defend vs Clottley, he had one more draw at Super Bantamweight ... that is hardly ATG WBO achievement.

    Yeah, but the TS is asking who the best P4P fighter was, not who had the best reign. Pac is higher ATG than arguably closest competitor Hopkins, so it's got to be Pac.

    Yest but its really arguable, for me he is asking as the best "WBO Champion" in the p4p terms .... so any achievenment while not being WBO champion does not count. If PAC beat Floyd instead Cotto then defend against Today's Martinez then that would count as significant p4p WBO achievement

    ... but of he really is asking of best p4p fighter at a time who incidentally hold that belt for a single time then you may have a right ... but also its no brainier since WBO belt is rather new

    it seems the thread title is not the same as the follow up question:

    "Whos P4P the best WBO Champion of All Time?" ....
    means the genuine WBO chmapion who have the best p4p achievement as the champion (that is what I'm referring to)

    "The best fighter P4P to hold it?" .... means the best p4p fighter who also at some point hold WBO belt at least once ... but still unclear if he heave to be p4p best during the time when he hold the belt or not
