No it wouldn't be. Oscar has 5 loses he fought better opposition but the key is he lost period. PBF lost few rounds was never dropped or really hurt in a fight won 5 titles in 5 weights and was linear in 3 not to mention he's a better overall boxer than Oscar is. His ATG ranking will be better than Oscars easily he's a top 30 ATG Oscar maybe top 75. I don't count Oscar as being a superstar out of the ring as part of the equation when defining ATG status like some do, if that's the case Oscar would be top 5 ATG.
Chavez was a shell of him former self that had been in too many wars. A prime Chavez would have beaten Hatton for sure but not the one that fought Oscar. Also Hatton beat Zoo who beat Chavez so what does that mean?
SO I guess Duran, Leonard, Hearns, Whitaker, Jones, Hagler, DLH, etc... all can't be placed ahead of PBF ATG because the also lost to GREAT fighters:nut

DLH has never beat anyone who's beat him. Duran and Leonard did. Jones did. Hagler retired after the contro loss which I felt he won. Hearns got the draw vs Leonard but should of won. Whitaker was too late in his career to really comeback from it.
