    Ricky Burns comes to mind.
I love Badou Jack, but nothing about him was impressive.
Robert Guerrero was technically a multi weight champion. He claims to be a 4 division champion.
Gilberto Ramírez is a two division champion. There is nothing impressive about him besides his size.

    Shakur Stevenson

A weight bully who fought for two vacant titles at 126 and 135, and cherry-picked the weakest titleholder at 130.

#1. Broner and #2. Robert Guererro. Both multi-division champs while never being considere the true division champ.

Honorable mention to Ricardo Mayorga and Tank Davis.

Nobody if you're a multi weight champion it's mean that you're good. People don't realize how it's hard to be there.

They're all champions. They're all two-weight champions, everyone here would give them their credit, but the question was who are the least impressive, of the very impressive. My heart bleeds

There are dozens of equally valid answers but Broner and Zab Judah come right to my mind.

Fitz because he was at 155-175 at HW and still had the most power at HW. This meant he was a HW just beating up on MWs because he could make the weight opposed to a MW climbing to HW. He knocked out a 300 pounder weighing 160 in 1 round. Not that this isn't impressive in a bunch of other ways but makes him winning multiple weight titles not impressive because its kind of contrary to the spirit of the achievement and should probably have been against some sort of law.
