The only people who will say Mayweather here are those who claim he "sucks" to begin with. So, how again does he get overrated? If we factor in the opinions of online emotional trolls, then Mayweather is the most UNDERrated fighter probably of all time.

Tough to say. Probably a fringe top 10 guy who managed to get title shot after title shot and continued hype.

If we go by the IBHOF, then it is Arturo Gatti. But I don't think people actually rate him as having had "HOF talent."
