Hard to pick, but I’d go with Usyk. Loma is the flashiest with his skill set but Usyk is definitely more likely to get the job done. Cant critique guys like Canelo, Spence, or Inoue too much since they do everything right and their careers are speaking for themselves.
We view skills as two different things then. If skills won't win you fights then they aren't the kind of skills worth debating. Someone losing to Teofimo Lopez is very clearly not the most skilled boxer in the world.

He didn't get robbed. Clean shots or partially clean. Lopez still outlanded Loma in more rounds. At best it's a draw. Loma didn't win

The most skilled fighter doesn't mean the best fighter or the top P4P or H2H guy. It means the boxer with the most skills. Given that, it is hard to find a boxer with more skills, both obvious and subtle, than Vasyl Lomachenko.
