I would then say Floyd Mayweather, because not only do people want to sit on top of the WW division, but because fighting him too would also give them a big payday as well.. I honestly don't ever see Manny Pacquiao as the the top guy in PPV boxing. His fight with David Diaz will prove that, I think. he might fall under the Mayweather clause, depends on who the opponent is. then again who know's, I'll be buying his fight's tho.
