Barrera I and Morales I+II and Marquez I+II were all prime fighters, or as close to prime as necessary to say they were still top 10 P4P guys in great shape and winning form. They may have been perceived to be 'shot' AFTER Pac, but these guys at these times were not shot.
And what means more: prime or quality??
What were the tougher propositions then: equalling the score against the legend Morales in their 2nd fight, beating the beast that was Barrera in their 1st fight (ranked #3 P4P at the time I believe), taking on the brilliant JM Marquez TWICE... or fighting 'prime' (but mediocre) guys like Manfredy, Hernandez, N'Dou, and Hatton (at welter he is not the same fighter, that was obvious v Collazo)???

    No Contest indeed.

Yeah, but the win in 2007 was for 2 fights: against a DLH well past his best, and even if you think Mayweather won it was a poor performance by him, he was lazy, did nothing much attacking, added no excitement, and in the end was lucky to sneak a decision which was very very close on the scorecards, and the 2nd was against a guy who couldn't function at welterweight, who almost lost v Luis Collazo at the weight.
Pacquiao won Ring Fighter Of The Year 2006, and more will follow coz he has ambition and balls, unlike PBF. Pacquiao will overtake him in every way, wait and see.

Pac is the front runner for this years fighter of the year ... and don't let him get a shot at a 140lb title ... that would further solidify his status ... right now no one has the chance to do anything close to that.

Why people metion N,dou likt that was a great achievment N'dou was a bum with a hight percentege of ko because he was fighting bums. Lovemore N'dou is far more better, and Cotto beat him when he was only a prospect, that was far better achievment but nobody cares.

    It's really really close.

Its not close at all. Pacquiao's best wins are over mostly faded guys, he got schooled by Morales once, and when he fought a peak guy he arguably lost, twice

Mayweather has clearer more impressive wins

    You're dealing with Pac nuthuggers.:nut

If Pac didn't have the first loss to Morales and defeated JMM decisively 2nd go around, then obviously it would be Pac superior to Mayweather, but that's not the case.

Mayweather's resume is to Pacquiao's what a Harvard business graduate is to an office clerk (well, maybe a junior accountant).
