Not true at all. He became shredded and ripped with an impeccable physique when he moved up in weight to Welterweight. This was the entire basis of Mayweather's suspicions of Pacquiao who went from "ordinary to extraordinary" as he moved up in weight.

It's not merely having a big head. It's going from having a small head to having a big head over a period of time. Mayweather is the most extreme example of this I have ever seen. Mayweather went from having a small head in the 2000s to an enormous head in the 2010s.

If anyone was using a fat burner or some kind of PED to get a chiseled physique it was clearly Pacquiao. Canelo has never come close to having the physique that Pacquiao did. It's not even close. Canelo's abs are not stone chiseled like Pacquiao's were. You can see the fat on Canelo's abs and midsection. Pacquiao in his prime there was no fat whatsoever.
