Boxing is a physical sport where bodily fluids are being exposed and knowing that these boxers are healthy is important. Boxing commissions should install a system in which the commission presides over the testing and bills the promotion for the cost. This will make blood testing for boxers standard and consistent by making sure they are all tested by the same laboratories techniques every time.
It's because the tests cost more than most boxers make for a fight, so it only makes sense to test the elite guys making hundreds of thousands of dollars. Also, since it's a global sport good luck getting people in Germany to do the same things as people in Mexico and Japan. I think AIBA and the WBA are trying to make drug testing standard procedure but only time will tell how successful either is.
