Why aren't fighters begging to be on the Floyd vs Pac undercard

It's been widely speculated that we won't see a worthwhile undercard because there's so much money invested in the main event. My question is why aren't fighters who are up and coming or those that are on the verge of becoming a household name willing to take a major pay cut to be on the biggest card they'll ever be involved in? I'm actually wondering why a fighter wouldn't consider paying to be able to fight on the card. Wouldn't this propell one into s****om? Fighters such as Crawford, Gamboa, Tapia, Walters, Provodnikov,Khan, GGG as well. What's the reason for this underwhelming undercard? Is everyone in agreement that no one cares about any of the fights besides the main event regardless of who's fighting?

The promoters probably are, you just don't get to hear about it because they are up and comers.

Because they think they would rather watch the big fight?

He wasn't a household name or an up-and-coming prospect but Kenny Craven took the fight against Butterbean on the DelaHoya Trinidad undercard. His pay $500 and a credential/participant badge complete with his name on it. Butterbean's original opponent wanted $2,500. Craven told the promoter to keep the $2,000 he wanted the credential moreso for his grandkids---when he had some.
